Cold Case - Season 1

Detective Lilly Rush from Philadelphia Homicide force is transferred to the Cold Case Unit. She kicks off her career as a Cold Case detective by reopening the 1976 murder of Jill Shelby, a 15-year-old girl who was found beaten to death at a party hosted by her wealthy neighbors, one of them being her boyfriend, after one of the neighbors' former housekeepers comes forward, claiming to have witnessed the murder. Lily must battle both the rich society and people reluctant to go back to that fateful night to solve the case.

Cold Case - Season 1

The team reopens the 1997 murder of Matthew Mills, a 20-year-old hitchhiker killed on his way back to Philadelphia after winning big in Atlantic City, when new evidence is uncovered linking a current case to his murder. Scotty learns a lesson in humility after he makes a poor call that hinders the investigation, and the team makes a stunning discovery that could also close the case.

Lt. Stillman asks Lilly to reinvestigate one of his first cases as a homicide detective: the 1980 murder of 8-year-old Timothy Barnes, who was knocked out and left on the snowy ground after a convenience store clerk accuses him of stealing super glue, only to die tragically of hypothermia. Suspects include his own parents, a group of troubled teenage boys, and his priest.

The team reopens the case of the 1958 murder of an unidentified 6-year-old boy, whose body was found in a cardboard box in a field outside Philadelphia, after a suitcase was found containing a photo of the boy, among other things. The team discovers that the boy may have been part of the government's radiation experiments on orphans.

College student Brad Perry shows up to work his graveyard shift at the gas station and is never seen alive again. It will take twenty years, the uncovering of an illegal drug ring in a squeaky-clean Mormon town, and the development of new forensic technology to solve this cold case.

As the weeks and months pass, the trail goes cold. The Bad Kids become respected and well-liked at Aguefort. Ostentatia is doing well and back at school. They start acing their classes because they've had so much real combat experience. Porter is impressed with Fig's barbarian work despite the fact that she's a bard. He also calls Gorgug "Gorbag".

The gifts they got begin to exhibit the properties of magical items: Fabian's wax for The Hangman now works as a mending cantrip; Kristen's book gives her advantage on religion and nature checks; Fig's guitar pick allows her to cast Protection from Fire, Burning Hands, or Charm Person once a day; Gorgug's holster gives his handaxe +1; Riz's briefcase acts like a Bag of Infinite Holding.

After winter break, Vice Principal Goldenhoard hosts an assembly and introduces Gorthalax as the new bloodrush coach. He also mentions that, because the coach was murdered, the Owlbears had to forfeit this year's season. Gorthalax says that The Bad Kids can join the team if they want to; Gorgug and Fabian are the only ones who ultimately accept the offer.

Sklonda arrives with Gilear to talk to Angwyn Abernant about her case, which is apparently going to be shut down soon. Adaine learns that Daybreak was found responsible for both the attack on Biz Glitterdew and the murder of Zayn Darkshadow. When her father sends her upstairs, Adaine casts Clairvoyance and keeps listening to their conversation from upstairs. Adaine learns that the book she stole from the library on the first day of school, "Watches and Wards", should have prevented the conjuration of the corn monster.

Angwyn reveals that perditional contradoxy is an element of the treaty between Solace and Highcourt. He reveals that perditional contradoxy would have broken the treaty and likely caused a war. Sklonda asks him about the death of the Elven Oracle; he says that all he knows is that she was aboard a ship called The Cerulean when it sunk. Sklonda reveals that her husband was working for the state and was involved with that case. Sklonda thanks Angwyn for his time and leaves.

Adaine uses Prayer Chain to tell her friends that they need to meet up immediately. The rest of the party members get invitations from Ostentatia Wallace to a dope house party. Fig and Gorgug offer to play music in the backyard and Ostentatia agrees. They find that the party is being thrown by the Hudol Hellions; since the Owlbears forfeited the bloodrush season, this is the first time that Hudol won. The host of the party is the Hellion's quarterback, Percival Nevelsvine. The party is full of "weird-looking dudes".

The Special Victims Unit does not investigate crimes committed by juvenile offenders that are not sexual in nature or intimate partner domestic violence. These cases are investigated by Patrol Services Bureau district investigators.

A. A law enforcement agency that has a cold case shall establish and maintain a cold case register. The cold case register shall consist of the names of any victim, victim's family member or other lawful representative of a victim of a cold case who requests that the person's name be included in the cold case register.

D. A law enforcement agency shall give priority to any cold case that is associated with a name in the cold case register unless there is a compelling reason to give priority to a cold case that is not associated with a name in the cold case register.

F. For the purposes of this section, "cold case" means a homicide or a felony sexual offense that remains unsolved for one year or more after being reported to a law enforcement agency and that has no viable and unexplored investigatory leads.

The Connecticut Division of Criminal Justice in partnership with the Connecticut Department of Correction and law enforcement agencies statewide have created a Cold Case playing card deck highlighting 52 unsolved homicides, missing persons, and unidentified remains cases that have occurred throughout the state. These cards are being distributed in an effort to generate information and leads in solving these cold cases. Every tip has the potential of bringing law enforcement one step closer to obtaining justice for victims and a sense of closure for their surviving family members.

According to the Department of Justice, about 115 civil rights cases remain unsolved. Using information from NARA, CBO expects that the costs of implementing the bill would be similar to the costs for other boards, such as the John F. Kennedy Assassination Records Review Board. On that basis, CBO estimates that implementing S. 3655 would cost $5 million over the 2025-2027 period; such spending would be subject to the availability of appropriations.

This article presents a systematic review of the available literature on 'what works' in cold case investigations, with a specific focus on psychological evidence-based research. Long-term unsolved and cold cases present their own unique set of challenges, such as lack of hard evidence, recall accuracy, and witness credibility. Therefore, this review provides a collated base of research regarding preventative methods and investigative tools and techniques developed to highlight gaps in the literature and inform best practice in cold case investigations. The review features victim and crime characteristics that may contribute to a case becoming cold and displays contributing factors to cold case clearance. Although promising, at present, psychological research in this field is insufficient to inform evidence-based guidance. Future research should aim to explore the wider psychological and criminal justice-based literature (e.g., memory retrieval and cognitive bias) to investigate what could be applicable to cold case investigations.
